During Laser Hair Removal treatments, a beam of gentle light energy passes through the skin and is absorbed by the pigment in the hair follicle and hair shaft. When the hair follicle absorbs the laser energy, it heats up to the point where it gets damaged and subsequently unable to produce new hair.

Hair follicles go through 3 stages of growth, anagen, catagen, and telogen. The anagen phase, or growing/active phase is when the hair follicle absorbs the most energy which makes the Laser Hair Removal treatment the most effective.
